Government of Ireland International Education Scholarships (GOI-IES)
The Government of Ireland International Education Scholarships (GOI-IES): what it covers, who can apply, selection criteria and the application stages.

Ireland is known for English-taught education, the European hubs of tech companies and post-study work options. The Irish government's GOI-IES (Government of Ireland International Education Scholarships) programme is for talented students from outside the European Union.
What does it cover?
In recent years the scholarship has covered:
- A one-year stipend (about €10,000)
- A full tuition fee waiver
It is awarded for one year — ideal for Ireland's one-year master's programmes. For doctoral students it usually funds one year of the PhD. Amounts and conditions are updated each year, so check the official website (Education in Ireland / HEA).
Who can apply?
- Citizens of countries outside the European Economic Area (including Azerbaijan)
- Applicants to a master's or PhD at an eligible Irish higher education institution
- Students with strong academic results
Selection criteria
Academic excellence, motivation, leadership and potential to strengthen future links with Ireland. Scholars also act as "ambassadors" for Irish education.
Application stages
- First apply to the programme at an Irish university.
- Complete the GOI-IES online application: essay questions, CV, a reference.
- The deadline is usually in early spring; results are announced in summer.
Awards are limited (a few dozen each year) and competition is high.
Why Ireland?
- English-taught programmes
- European offices of companies such as Google, Meta and Microsoft
- Permission to stay and look for work after graduation
