Baltic scholarships: studying in Lithuania, Latvia and Estonia on a scholarship
Lithuanian and Latvian state scholarships and university scholarships in Estonia: options for Azerbaijani citizens, what they cover and how to apply.

The Baltic states — Lithuania, Latvia and Estonia — are EU members with many English-taught programmes and lower costs than Western Europe. They also offer scholarship options for Eastern Partnership countries, including Azerbaijan.
Lithuania: state scholarships
The Lithuanian government manages scholarships for international students through the Education Exchanges Support Foundation. Under programmes for Eastern Partnership citizens:
- Tuition for a master's (sometimes bachelor's and PhD)
- A monthly stipend
Applicants usually first gain university admission and are then nominated for the scholarship. Universities such as Vilnius University, Kaunas University of Technology and Vytautas Magnus University offer many English-taught programmes.
Latvia: state scholarships
Latvia awards scholarships to international students, researchers and teachers through the State Education Development Agency (VIAA) under bilateral agreements and the Eastern Partnership. They are often monthly stipends for short study and research stays or for full programmes.
Estonia: university scholarships
In Estonia, scholarships are mainly awarded by universities themselves: tuition waivers and, in some cases, monthly stipends. The University of Tartu and Tallinn University of Technology (TalTech) are especially known for IT, engineering and e-governance programmes.
