Studying in Serbia 2026: universities, costs, language and residence permit
A guide to studying in Serbia: universities in Belgrade, Novi Sad and Niš, low costs, Serbian- and English-taught programmes, admission and residence permit steps.

Short answer: Serbia is not an EU member, but it is one of the most affordable countries in Europe for study and living. Most programmes are in Serbian, while English-taught options are limited and mainly in medicine, engineering, business and IT.
Why Serbia?
Low costs, cultural closeness and a location near the EU make Serbia interesting for students on a limited budget. Belgrade is a lively student city, and the IT sector has grown quickly in recent years.
Main universities
- University of Belgrade — the largest and oldest university in the country.
- University of Novi Sad.
- University of Niš and University of Kragujevac.
- Private universities — may offer English-taught programmes in business, IT and design.
Language of instruction
Teaching at public universities is mainly in Serbian, which requires language preparation. The number of English-taught programmes is growing, but choice is limited, so confirm the programme in advance.
Admission
- Bachelor's: school certificate, an entrance exam at some faculties.
- Master's: bachelor's degree, transcript, sometimes an interview.
- Recognition (nostrification) of foreign documents may be required. See: document translation and apostille.
Costs
Fees for international students at public universities are much lower than in Western Europe. Rent and daily costs are also affordable, though rents in Belgrade have risen in recent years. Ask the university for exact figures.
Visa and residence permit
Rules for short visits by Azerbaijani citizens differ from rules for staying to study. For study you need a temporary residence permit; an admission document, proof of funds, insurance and address registration may be required. Check current rules with official bodies.
Diploma recognition
To have a Serbian diploma recognised in Azerbaijan, check the university's accreditation status and the official recognition procedure in advance, especially for private universities.
Frequently asked questions
Is Serbia safe for students?
It is generally considered a calm country for students, but follow personal safety rules as anywhere.
Can I work in the EU after studying in Serbia?
With a Serbian degree, the work visa rules of the EU country concerned apply. More: staying abroad after study.
Note: fees, language requirements and residence permit rules may change. Check the websites of the university and official bodies before deciding.
