Public administration and public policy master's programmes are for those who want to work in government, international organisations and policy analysis. It is one of the most popular fields among Azerbaijan's State Programme students: Public Policy is among the most common master's programmes for 2022–2028 admissions.
MPP vs MPA
- MPP (Master of Public Policy) — policy analysis: economics, statistics, policy evaluation, decision-making.
- MPA (Master of Public Administration) — managing public institutions: leadership, budgeting, governance, reform. Some MPAs are for experienced professionals.

Who is it for?
Graduates of economics, law, international relations and social sciences, as well as engineering and IT. Quantitative skills are especially valued in MPP programmes.
